These faction to alliance standings don't actually affect anything in practical gameplay.
You don't get agent access/rewards because of them, you don't get better refining rates, you don't get lower stations service costs.
Both true.
Non-RP point of view: From what I was told, The Blood Raiders had their base and stations moved to Delve by CCP in a bid to bring Blood Raiders inline with other npc pirate factions, Delve being their main base. Blood Inquisition, an RP corp I was in at the time, followed suite.
By this time BoB were already developing infrastructure there and didn't particularly like the npc stations being moved into their base, not to mention the tailing rag-tag pirates who wanted to do missions. I can't blame them: The Stations would have been almost useless to BoB and only a bonus to people trying to undermine BoB's infrastructure.
CCP found the solution, I'm guessing, by giving select BoB characters and the alliance as a whole, good standings with the Blood Raiders as part of the story arc and/or to ease over difficulties at the time.
Now imagine you're Razor, or RA, or Goons and you're told by CCP that by their game rules, they have to move a large collection of around 10+ npc stations right in the heartland of your empire. I'd be damn annoyed, tbh.
A lot of people have told me that Blood Inq got a pretty rough deal outta the station movement, but I've since come to realise that BoB got it a heck of a lot worse.
Anywho, that's what I've been told by those involved. I sincerely hope I haven't said anything outta line as it's common knowledge among people involved and their corporations. In the end, the whole situtation just helped me understand how much BoB had to go through back then.
